Activating the SMS module in Arosoftware will allow you to communicate with Contacts using SMS. 

Any subscription level in Arosoftware can add the SMS module to their account. There is no fee to activate this module and you only pay for the SMS's that are sent.

Sending a SMS is only available after you have activated the SMS Module and purchased credits.
